MRC in collaboration with NDR hosted a webinar titled “Underwater Domain Awareness (UDA) Framework for Effective Blue Frontiers in the Indian Ocean Region (IOR) and Beyond” on the 22 May 2021 at 1600 hrs. The attempt is to identify the gaps and evolve synergy among the stakeholders and policy makers across the region. The capacity and capability building is a critical aspect, however it does take sustained effort and nuanced approach within and across nations. The high level dialogue will deliberate on all the dimensions, relevant for the development of a way ahead.

MRC Pune in collaboration with NDT hosted a webinar titled “Indo-Pacific Strategic Space and Sustainable Blue Frontiers – A New Perspective based on the UDA Framework” on the 25 Feb 2021 at 1100 hrs. The broad strategic relevance of the dialogue inheres in the participants’ exposure to the policy issues, technological means, innovative tools and measures, geo-politics, organizational aspects both nationally and globally, regional and global frameworks, and more. The multiple organizations and their mandates within the country and their compatibility with similar entities and user entities will be discussed. The GAP analysis in terms of policy and means and measures will be discussed. The MRC will prepare and submit an action-oriented outcome document to the authorities and agencies within and outside the government for sensitisation and further action.

The webinar will be a multi-disciplinary, multiorganizational, and multi-functional interactive opportunity, to expose the participants to multiple aspects of the acoustic survey and attempt to evolve a strategic framework.

The 2nd MPML lecture was organized in collaboration with FINS India and delivered by Dr. Subrahmanyam Jaishankar, External Affairs Minister, Government of India. A career diplomat with close to four decades of Foreign Service experience taking over as India’s External Affairs Minister is another sign of changing polity in India. As a former Ambassador to both China, the United States and then the Foreign Secretary of India in addition to numerous other diplomatic assignments, gives him a deep understanding of the ongoing geopolitical and geo-strategic dimensions. Dr. Subrahmanyam Jaishankar, spoke on the topic “The Relationship between Defence and Diplomacy to Underline the Importance of Greater Integration in Policy Making.”

Marine archaeology, in itself has a very broad spectrum of aspects to be addressed to give a comprehensive treatment to the subject. Right from the submerged to the now exposed and also the articles and evidences available in museums and other locations on land. In this work we have taken up the submerged underwater sites as a focus area and attempted to cover multiple dimensions of the study. Even the other aspects of the submerged part, like shipwrecks, stone anchors and others have been kept out of the study to keep the focus. Thus, we have used the term Underwater Archaeology: A Lost Enigma as the title of our work that brings more clarity to the research undertaken and the corresponding manuscript at the end of the study.

Another great event by MRC. Vijnana Bharati and Mumbai University hosted a one day workshop on Underwater Domain Awareness. Academia, industry and think tanks well represented and the UDA framework well received. The MRC organized a one day seminar at the Savitribai Phule Pune University on the 25 Aug 2018 with the title “Underwater Domain Awareness Framework for an Effective realization of the Security And Growth for All in the Region (SAGAR)”. The Chief Guest for the event was the Honourable Raksha Rajya Mantri, Shri Shubhas Bhamre and many senior dignitaries from the stakeholders and academia. Over 200 participants attended the event and took part in the deliberations. The two Key Note speeches were delivered by Lt Gen VG Khandare (Retd) Former DG Defence Intelligence and Shri Pradeep Rawat, Chairman National Shipping Board. There were two focussed session on Security and Blue Economy, Chaired by Vice Admiral SCS Bangara (Retd), Former C-in-C in the Indian Navy and Dr. Satheesh C Shenoy, Director INCOIS respectively.

The young India is a very critical asset that we all talk about today and globally India is being recognized as an emerging nation that cannot be ignored on any front. UDA Summer School was a six weeks Summer Internship wef 04 Jun till 14 Jul 2018, for under/post graduate students undergoing technology programmes. It was a multi-disciplinary project-based programme to expose the participants to multiple issues of the technology based real world problem solving. It was driven by the UDA framework in the IOR.

The Gateway House Mumbai organized a closedoor RTD on Sustainable Blue Economy and Director MRC was asked to make an Intervention on Acoustic Habitat Degradation and UDA framework to effectively ensure Safe, Secure, Sustainable Growth in the IOR. The RTD was attended by the Norwegian Minister along with multiple dignitaries including DG Shipping, Shri Aditya Thackeray from Shiv Sena, Shri Praveen Pardeshi IAS, Adviser to the CM Maharahtra, Ambassador of Norway in India and more. The Acoustic Habitat Degradation and UDA framework was appreciated by all present.

A one day workshop was conducted at the Southern Naval Command on the 13 Dec 2017. The event was organized by the Anti-Submarine Warfare (ASW) School at Kochi, however the participants (over 250) came from various units and establishments of the Navy all across the country. The C-in-C, Vice Admiral A R Karve participated in the entire workshop and subsequently made it a Commanders Conference point for evaluation of the merits of UDA at the top level.

Sediment classification in reservoirs, lakes, rivers and many other water systems is a critical component of the resource management efforts in these water bodies.Precise sediment classification is important for multiple stakeholders. The import of sophisticated technology has failed to give us good results as the medium fluctuations are characteristic of our local conditions and significant indigenous efforts are required to understand these limitations and improve our underwater domain awareness. The proposed workshop attempts to address these issues with a comprehensive framework of modelling and simulation along with field validation
